PURPOSE, OBJECTIVE, AND BACKGROUND OF WORK TO BE PERFORMED: 3.1 SMAP IS A DIRECTED PROJECT, MANAGED BY THE JET PROPULSION LABORATORY (JPL), WITH SIGNIFICANT PARTICIPATION BY NASA GODDARD SPACE FLIGHT CENTER (GSFC). IT IS MANAGED OUT OF THE EARTH SYSTEMATIC MISSIONS PROGRAM OFFICE AT GSFC. 3.2 A STANDING REVIEW BOARD (SRB) IS RESPONSIBLE FOR INDEPENDENTLY ASSESSING THE HEALTH OF THE PROJECT. RELIABILITY ANALYSES PREDICT A SHORTAGE OF FLIGHT ASSETS TO SUPPORT THE USER COMMUNITY BY 2012. THE OBJECTIVE OF THE TDRS L/M PROJECT IS TO PROVIDE TWO SPACECRAFT TO CONTINUE SPACE NETWORK TRACKING, DATA, VOICE, AND VIDEO SERVICES TO THE INTERNATIONAL SPACE STATION (ISS), EXPLORATION PROGRAMS, NUMEROUS SPACE AND EARTH SCIENCE MISSIONS, AS WELL AS SUPPORT TO OTHER GOVERNMENT AGENCIES. TDRS EARTH RELAY CAPABILITY HAS PROVIDED COMMUNICATIONS SUPPORT FOR NASA EARTH-ORBITING MISSIONS OVER THE PAST 23 YEARS, AND THE TDRS L/M PROJECT WILL RETAIN THIS STRATEGIC CAPABILITY INTO THE NEXT DECADE. THE TDRS PROJECT IS ASSIGNED TO GODDARD SPACE FLIGHT CENTER (GSFC). LAUNCH FOR TDRS L IS SCHEDULED FOR 2014 AND LAUNCH FOR TDRS M IS SCHEDULED IN 2016. 3.2 A STANDING REVIEW BOARD IS RESPONSIBLE FOR INDEPENDENTLY ASSESSING THE HEALTH OF THE PROGRAM. INDEPENDENT REVIEWS OF PROGRAMS ARE CONDUCTED AT DEFINED LIFECYCLE MILESTONES AND ARE USED TO OBJECTIVELY ASSESS THE PROJECT S PROGRESS AGAINST THE PROJECT PLAN, ITS READINESS TO PROCEED TO THE NEXT LIFECYCLE PHASE, COMPLIANCE WITH NPR 7120.5 AND NPR 7123.1 REQUIREMENTS. 3.3 THE PURPOSE OF THIS TASK IS TO OBTAIN SUPPORT FOR THE TDRS PROJECT PIRS AND ASSOCIATED ACTIVITIES.

THESE PROPOSALS/DOCUMENTATION ARE REQUIRED TO BE MAINTAINED IN AN ORDERLY SECURE PROCESS SO THEY CAN BE ACCOUNTED FOR AT ALL TIMES AND USED BY THE NASA FOR FURTHER RESEARCH CONSIDERATIONS AND FURTHER ASSESSMENTS OR STUDIES. IN ORDER TO EFFICIENTLY MANAGE THE PROPOSALS/DOCUMENTATION SOMA MUST MAINTAIN THE PROPOSALS IN A LOGICAL, ORGANIZED, SECURE AND SAFE MANNER. THE EXPERTISE NEEDED IS COST ANALYSIS. A COST ANALYST SHALL PERFORM INDEPENDENT COST ESTIMATES (ICE) WITH A COST RISK/SCHEDULE ANALYSIS FOR THE GEMS PROGRAM EXECUTIVE. THE ICE RESULTS SHALL BE REPORTED TO THE GEMS PROGRAM EXECUTIVE (PE) AND THE GEMS SRB CHAIR. THE COST ANALYST WILL NOT BE A MEMBER OF THE GEMS SRB. THE INFORMATION PROVIDED IN THIS PARAGRAPH IS BACKGROUND INFORMATION ON THE GEMS MISSION AND THE FUNCTION AND OPERATION OF THE GEMS SRB. THE GEMS MISSION WAS SELECTED FOR IMPLEMENTATION AS A RESULT OF THE SMALL EXPLORER (SMEX) 2007 SOLICITATION. AS A CATEGORY 3 MISSION, THE STANDING REVIEW BOARD (SRB) FOR GEMS IS CONVENED BY THE NASA SCIENCE MISSION DIRECTORATE (SMD) AND NASA GODDARD SPACE FLIGHT CENTER (GSFC). THE SRB FOR THE GEMS PROJECT OPERATES IN ACCORDANCE WITH THE TERMS OF REFERENCE (TOR) FOR THE INDEPENDENT LIFE CYCLE REVIEWS OF THE GEMS PROJECT. THE SRB WILL CONDUCT A SERIES OF INDEPENDENT REVIEWS OF THE GEMS PROJECT THROUGHOUT ITS LIFE CYCLE TO ASSESS THE TECHNICAL AND PROGRAMMATIC PLANS FOR ACCOMPLISHING PROJECT OBJECTIVES WITHIN THE FRAMEWORK OF THE EXPLORER PROGRAM OBJECTIVES AS DOCUMENTED IN THE PROGRAM FORMULATION AUTHORIZATION DOCUMENT (FAD), PROGRAM COMMITMENT AGREEMENT (PCA), PROGRAM PLAN, PROJECT FAD (IN THIS CASE THE SMD ASSOCIATE ADMINISTRATOR S GEMS SELECTION LETTER) AND PROJECT PLAN. THE SRB WILL PERFORM INDEPENDENT REVIEWS OF THE ANALYSIS, DEFINITION, DESIGN, DEVELOPMENT, OPERATIONS AND TERMINATION PLANS FOR THE GEMS PROJECT. DURING EACH PHASE OF THE GEMS PROJECT, THE SRB WILL PROVIDE AN INDEPENDENT ASSESSMENT OF THE PROBABILITY OF MEETING PROJECT TECHNICAL OBJECTIVES ON SCHEDULE AND WITHIN COST. THE SRB WILL ALSO ASSESS THE PROJECT RISKS AND MEASURES AVAILABLE TO MITIGATE THOSE RISKS. MEMBERS OF THE SRB MAY BE REQUESTED TO PARTICIPATE IN OTHER GEMS TECHNICAL REVIEWS (E.G. INSTRUMENT REVIEWS) AND SPECIAL REVIEWS.
