THE INSIGHT MISSION WILL REVEAL THE PROCESSES OF FORMATION AND DIFFERENTIATION OF THE MARTIAN CORE AND CRUST, AND ILLUMINATES THE EVOLUTION OF ITS INTERIOR BY DETERMINING: THE THICKNESS AND STRUCTURE OF THE CRUST; THE COMPOSITION AND STRUCTURE OF THE MANTLE; THE SIZE, COMPOSITION, AND PHYSICAL STATE OF THE CORE; THE THERMAL STATE OF THE INTERIOR; THE RATE AND DISTRIBUTION OF INTERNAL SEISMIC ACTIVITY AND THE RATE OF METEORITE IMPACTS ON THE SURFACE 3.2 A STANDING REVIEW BOARD IS RESPONSIBLE FOR INDEPENDENTLY ASSESSING THE HEALTH OF THE PROGRAM. THE NASA EARTH SCIENCE DIVISION (ESD) OF THE SCIENCE MISSION DIRECTORATE (SMD) IS SUPPORTING SEVERAL EARTH OBSERVING MISSIONS THAT ARE OPERATING BEYOND THEIR PRIME MISSION LIFETIMES. EXTENDED OPERATIONS AND ASSOCIATED DATA ANALYSIS ACTIVITIES REQUIRE A SIGNIFICANT FRACTION OF THE ESD ANNUAL BUDGET. NASA AND THE ESD THUS PERIODICALLY EVALUATE THE ALLOCATION OF MISSION OPERATION AND DATA ANALYSIS (MO&DA) FUNDS WITH THE AIM OF MAXIMIZING WITHIN FINITE RESOURCES THE MISSIONS CONTRIBUTIONS TO NASA S AND THE NATION S GOALS. THIS PERIODIC NASA COMPARATIVE REVIEW FOR MISSIONS IN EXTENDED OPERATIONS IS KNOWN AS THE SENIOR REVIEW. THE SENIOR REVIEW IS SUPPORTED BY A TECHNICAL SUBPANEL COMPOSED OF TECHNICAL EXPERTS FROM WITHIN AND OUTSIDE NASA TO ASSESS THE HEALTH AND VIABILITY OF THE OPERATING SATELLITES. THE TECHNICAL SUBPANEL ASSESSES EACH MISSION S PERFORMANCE AND RELIABILITY PROJECTIONS FOR THE SATELLITE AND INSTRUMENT(S) AND THE MISSION OPERATIONS IMPLEMENTATION PLAN. THE TECHNICAL EXPERTS CONSIDER FACTORS INCLUDING THE STATUS OF CONSUMABLES AND PREDICTED UTILIZATION; SPACECRAFT AND INSTRUMENT STATUS, PERFORMANCE DEGRADATION, AND FAILURE RISK; THE PROPOSED MISSION OPERATIONS APPROACH FOR THE EFFECTIVE AND SAFE MANAGEMENT OF AN AGING SATELLITE; AND MISSION AND DATA MANAGEMENT. THIS TECHNICAL REVIEW IS PERFORMED ACCORDING TO CRITERIA STATED IN THE CALL FOR PROPOSALS SENIOR REVIEW 2015 OF THE MISSION OPERATIONS AND DATA ANALYSIS PROGRAM FOR THE EARTH SCIENCE OPERATING MISSIONS . THE TEMPO INSTRUMENT IS AN EARTH VENTURE INSTRUMENT ANNOUNCEMENT OF OPPORTUNITY (AO) SELECTED INSTRUMENT WITHIN THE EARTH SYSTEM SCIENCE PATHFINDER (ESSP) PROGRAM, WITH ULTIMATE PROJECT AUTHORITY UNDER PRINCIPAL INVESTIGATOR KELLY CHANCE OF THE SMITHSONIAN ASTROPHYSICAL OBSERVATORY (SAO). THE ESSP PROGRAM OFFICE (ESSP PO) IS LOCATED AT THE NASA LANGLEY RESEARCH CENTER (LARC) AND IS RESPONSIBLE FOR OVERALL PROGRAM MANAGEMENT. THE ESSP PROGRAM REPORTS TO THE EARTH SCIENCE DIVISION (ESD) WITHIN THE NASA SCIENCE MISSION DIRECTORATE (SMD) AT NASA HEADQUARTERS. THE TEMPO MISSION PROJECT IS A DIRECTED PROJECT AT LARC CHARGED WITH PROCURING THE HOST MISSION RIDE. THE TEMPO INSTRUMENT IS CLASSIFIED AS CATEGORY 3 (NPR 7120.5E), CLASS C (NPR 8705.4) WITH THE SMD ASSOCIATE ADMINISTRATOR (AA) DESIGNATED AS THE DECISION AUTHORITY. THE PI HAS DELEGATED THE AUTHORITY FOR PROJECT MANAGEMENT, SYSTEM ENGINEERING, AND SAFETY AND MISSION ASSURANCE, TO LARC. TEMPO WILL MEASURE ATMOSPHERIC POLLUTION COVERING MOST OF NORTH AMERICA, FROM MEXICO CITY TO THE CANADIAN TAR/OIL SANDS, AND FROM THE ATLANTIC TO THE PACIFIC HOURLY AND AT HIGH SPATIAL RESOLUTION. TEMPO S MEASUREMENTS FROM GEOSTATIONARY ORBIT (GEO) OF TROPOSPHERIC OZONE, OZONE PRECURSORS, AEROSOLS, AND CLOUDS WILL CREATE A REVOLUTIONARY DATASET THAT PROVIDES UNDERSTANDING AND IMPROVES PREDICTION OF AIR QUALITY (AQ) AND CLIMATE FORCING.
