THIS INITIAL FORM C SHALL BE REVIEWED IN A SECOND TELECON TO DEVELOP THE DRAFT FORM C THAT SHALL BE FINALIZED DURING THE TMC PLENARY. 4.6. THE TMC EVALUATION PLENARY SHALL BE CONDUCTED IN THE HAMPTON, VA AREA AND SHALL BE COMPLETED IN TWO WORKING DAYS. THE TMC EVALUATION PANEL SHALL FINALIZE THE EVALUATIONS. CTS SHALL DOCUMENT THE FINAL FINDINGS IN REPORTS OR DOCUMENTS TO BE SPECIFIED IN COORDINATION WITH THE TASK REQUESTOR. 4.7. THERE SHALL BE A ONE-DAY TRAINING, SCIENCE MERIT AND FEASIBILITY, AND TMC PLENARY THE DAY AFTER THE TMC EVALUATION PLENARY CONDUCTED IN HAMPTON VA. 4.8. THE EARTH SYSTEMS SCIENCE PATHFINDER (ESSP) PROGRAM OFFICE AT NASA LANGLEY RESEARCH CENTER WILL PROVIDE THE PROGRAMMATIC OVERSIGHT FOR THE EFFORT. PROGRAM-LEVEL LIFE CYCLE EVENTS WILL BE SUBJECT TO INDEPENDENT REVIEW AND KDP EVENTS AT AGENCY PROGRAM MANAGEMENT COUNCILS (APMCS). 3.2 A STANDING REVIEW BOARD (SRB) IS RESPONSIBLE FOR INDEPENDENTLY ASSESSING THE HEALTH OF THE THREE PROGRAMS AND THE CROSS PROGRAM AT VARIOUS LIFE CYCLE GATES AND KDPS. INDEPENDENT REVIEWS OF PROGRAMS ARE CONDUCTED AT DEFINED LIFECYCLE MILESTONES AND ARE USED TO OBJECTIVELY ASSESS THE PROGRAMS PROGRESS AGAINST THE PROGRAM PLAN, ITS READINESS TO PROCEED TO THE NEXT LIFECYCLE PHASE, COMPLIANCE WITH THE LATEST VERSIONS OF NPR 7120.5 AND NPR 7123.1 REQUIREMENTS, AND THE INTEGRATED BASELINE. 3.3 THE PURPOSE OF THIS TASK IS TO OBTAIN SUPPORT FOR THE ESD SRB, SPECIFICALLY FOR BOTH A TECHNICAL CONSULTANT AND AN SCIENTIFIC&TECHNICAL SPECIALIST SRB CONSULTANT TO PROVIDE HIS/HER EXPERT OPINION AND COUNSEL TO THE ESD SRB, OR THESE PROGRAMS ON PROGRAM MANAGEMENT FOR LARGE DEVELOPMENTAL PROGRAMS WITH FIXED/FLAT BUDGETS FROM THE PRIVATE SECTOR.
