THE INFORMATION PROVIDED IN THIS PARAGRAPH IS BACKGROUND INFORMATION ON THE GEMS MISSION AND THE FUNCTION AND OPERATION OF THE GEMS SRB. THE GEMS MISSION WAS SELECTED FOR IMPLEMENTATION AS A RESULT OF THE SMALL EXPLORER (SMEX) 2007 SOLICITATION. AS A CATEGORY 3 MISSION, THE STANDING REVIEW BOARD (SRB) FOR GEMS IS CONVENED BY THE NASA SCIENCE MISSION DIRECTORATE (SMD) AND NASA GODDARD SPACE FLIGHT CENTER (GSFC). THE SRB FOR THE GEMS PROJECT OPERATES IN ACCORDANCE WITH THE TERMS OF REFERENCE (TOR) FOR THE INDEPENDENT LIFE CYCLE REVIEWS OF THE GEMS PROJECT. THE SRB WILL CONDUCT A SERIES OF INDEPENDENT REVIEWS OF THE GEMS PROJECT THROUGHOUT ITS LIFE CYCLE TO ASSESS THE TECHNICAL AND PROGRAMMATIC PLANS FOR ACCOMPLISHING PROJECT OBJECTIVES WITHIN THE FRAMEWORK OF THE EXPLORER PROGRAM OBJECTIVES AS DOCUMENTED IN THE PROGRAM FORMULATION AUTHORIZATION DOCUMENT (FAD), PROGRAM COMMITMENT AGREEMENT (PCA), PROGRAM PLAN, PROJECT FAD (IN THIS CASE THE SMD ASSOCIATE ADMINISTRATOR S GEMS SELECTION LETTER) AND PROJECT PLAN. THE SRB WILL PERFORM INDEPENDENT REVIEWS OF THE ANALYSIS, DEFINITION, DESIGN, DEVELOPMENT, OPERATIONS AND TERMINATION PLANS FOR THE GEMS PROJECT. DURING EACH PHASE OF THE GEMS PROJECT, THE SRB WILL PROVIDE AN INDEPENDENT ASSESSMENT OF THE PROBABILITY OF MEETING PROJECT TECHNICAL OBJECTIVES ON SCHEDULE AND WITHIN COST. THE SRB WILL ALSO ASSESS THE PROJECT RISKS AND MEASURES AVAILABLE TO MITIGATE THOSE RISKS. MEMBERS OF THE SRB MAY BE REQUESTED TO PARTICIPATE IN OTHER GEMS TECHNICAL REVIEWS (E.G. INSTRUMENT REVIEWS) AND SPECIAL REVIEWS. |
