MOMA IS A JOINT COLLABORATION BETWEEN THE US AND THE MAX PLANCK INSTITUTE FOR SOLAR SYSTEM RESEARCH MPS IN GERMANY, WITH MPS AS THE LEAD INSTITUTION RESPONSIBLE FOR DELIVERING MOMA TO ESA. THE US MOMA FLIGHT HARDWARE IS CURRENTLY SCHEDULED FOR DELIVERY TO MPS IN DEC 2017, WITH LAUNCH CURRENTLY SCHEDULED IN JULY 2020. THE NASA GODDARD SPACE FLIGHT CENTER GSFC MANAGES THE DEVELOPMENT OF THE U.S. HARDWARE PORTION OF THE MOMA INSTRUMENT FOR THE PROJECT SCIENTIST, DR. WILL BRINCKERHOFF, ALSO OF GSFC. THE ROLE OF THE CONTRACTOR ON THE MOMA INSTRUMENT IS TO PROVIDE ENGINEERING CONSULTATION ON BEARINGS USED IN THE WIDE RANGE PUMP WRP WHICH IS BEING DEVELOPED BY CREARE, INC OF NEW HAMPSHIRE. DESCRIPTION OF WORK TO BE PERFORMED THE CONTRACTOR SHALL PARTICIPATE IN WRP STATUS TELECONS AND SPECIAL TOPIC TELECONS AS NEEDED, EVALUATE&INSPECT BEARINGS AT VARIOUS STAGES OF WRP DEVELOPMENT AT CREARES FACILITY, AND PROVIDE A TECHNICAL INTERFACE FOR THE MOMA PROJECT AT THE BEARING VENDORS. THE EFFORT SHALL BE COORDINATED WITH THE MOMA INSTRUMENT. THROUGH THIS TASK ORDER (TO), THE CONTRACTOR SHALL SUPPORT THE STRATEGY&PLANNING OFFICE OF THE INFORMATION TECHNOLOGY AND COMMUNICATIONS DIRECTORATE (ITCD) IN THE MISSION TO PROVIDE AN EFFECTIVE AND COMPREHENSIVE IS-GRC PROGRAM FOR ALL OF GSFC'S SYSTEMS. THE CONTRACTOR SHALL DETERMINE THE PROJECT ORGANIZATION AND OVERALL MANAGEMENT TO ACCOMPLISH THE WORK, HOW THE TECHNICAL MANAGEMENT WILL BE PERFORMED, HOW PERSONNEL AND PHYSICAL RESOURCES WILL BE MANAGED, AND WHAT MECHANISMS WILL BE USED FOR COST AND SCHEDULE CONTROL. THE INTERNAL REVIEWS ARE THE DECISIONAL MEETINGS WHEREIN THE PROJECTS SOLIDIFY THEIR PLANS, TECHNICAL APPROACHES, AND PROGRAMMATIC COMMITMENTS. THIS IS ACCOMPLISHED AS PART OF THE NORMAL SYSTEMS ENGINEERING WORK PROCESSES OF THE CENTER. AT THESE REVIEWS, MAJOR TECHNICAL AND PROGRAMMATIC REQUIREMENTS ARE ASSESSED ALONG WITH THE SYSTEM DESIGN AND OTHER IMPLEMENTATION PLANS. ISSUES AND CONCERNS THAT ARISE FROM THESE REVIEWS ARE DOCUMENTED IN REQUESTS FOR ACTION (RFAS). THE PROJECT PREPARES RESPONSES THAT ARE SUBMITTED FOR EVALUATION AND IF SATISFACTORY RESULTS IN THE CLOSURE OF THE RFA. THE FRAME MATERIAL IS AN ALUMINUM/BERYLLIUM COMPOSITE MATERIAL KNOWN AS ALBEMET . THE NESC WAS REQUESTED TO INVESTIGATE THE WELDING ISSUES, SO SPECIALIZED EXPERTISE IN ALBEMET E-BEAM WELDING IS REQUIRED FOR THIS ACTIVITY. THE SCOPE OF THIS EFFORT IS TO PARTICIPATE AS A MEMBER OF THE NASA ENGINEERING AND SAFETY CENTER'S (NESC) CRIS FRAME ASSESSMENT TEAM. AS MEMBERS OF THIS TEAM, TECHNICAL EXPERTS FROM THE CONTRACTOR SHALL PARTICIPATE IN TEAM MEETINGS, PROVIDE EXPERT ADVICE AND GUIDANCE TO THE TEAM LEADER AND PREPARE APPROPRIATE SECTIONS OF TEAM REPORTS AND FINDINGS. THE SCHEDULE OF MEETINGS IS TO BE DEVELOPED IN COORDINATION WITH THE TEAM LEADER AND THE REST OF THE TEAM AND WILL BE CONDUCTED MOSTLY THROUGH TELECONFERENCING. TRAVEL TO FORT WAYNE TO PARTICIPATE IN THE TECHNICAL INTERCHANGE MEETING (TIM) IS EXPECTED AND AUTHORIZED.
