IN MANY CASES, THE SYSTEMS UNDER REVIEW REPRESENT MAJOR ADVANCES IN STATE-OF-THE-ART DESIGNS, TECHNIQUES AND OPERATING ENVIRONMENTS THAT HAVE NO PRECEDENCE. IN SUPPORT OF THIS TASK, SENIOR SYSTEMS ENGINEERS ARE BEING CONTRACTED FOR IN SUPPORT OF REVIEW PANEL POSITIONS REQUIRING PRIMARY EXPERTISE IN AT LEAST ONE OF THE FOLLOWING DISCIPLINES: MISSION DESIGN, MISSION SYSTEMS, SPACECRAFT SYSTEMS, MECHANICAL SYSTEMS, ELECTRICAL SYSTEMS, COMMAND AND DATA HANDLING SYSTEMS, RF SYSTEMS, POWER SYSTEMS, ATTITUDE CONTROL SYSTEMS, THERMAL SYSTEMS, PROPULSION SYSTEMS, INSTRUMENT SYSTEMS, SYSTEMS INTEGRATION AND TEST, OPERATIONS, SCIENCE DATA SYSTEMS, OR FLIGHT AND GROUND SOFTWARE SYSTEMS. ADDITIONAL EXPERIENCE IS REQUIRED IN EVALUATING MANAGEMENT PROCESSES, MANAGEMENT TOOLS, AND PROGRAMMATIC REQUIREMENTS THAT IMPACT THE IMPLEMENTATION OF THE DESIGN/DEVELOPMENT/TESTING NECESSARY TO MEET ESTABLISHED FLIGHT AND FLIGHT SUPPORT OBJECTIVES. THE CONTRACTOR SHALL CONDUCT SYSTEMS ENGINEERING AND PROJECT MANAGEMENT ASSESSMENTS AS PART OF THE LDCM INDEPENDENT REVIEW PROCESS. THE RESPONSIBLE SYSTEMS REVIEW MANAGER (SRM) WILL PROVIDE ACTUAL DATES AHEAD OF THE REVIEWS FOR WHICH SUPPORT IS REQUIRED. SITE-VISIT REVIEWS ARE TO BE ATTENDED BY THE APPOINTED EXPERTS AS DIRECTED BY THE RESPONSIBLE SRM IN SUPPORT OF THE GSFC SYSTEMS REVIEW OFFICE (SRO). THESE SUBJECT MATTER EXPERTS SHALL PARTICIPATE WITH OTHER NASA, CIVIL SERVANT, MILITARY, AND CONTRACTED BOARD MEMBERS WITH THE SAME AND/OR DIVERSE PROGRAMMATIC AND TECHNICAL EXPERTISE. DUTIES ENTAIL EXERCISING RECOGNIZED SYSTEMS AND TECHNICAL MANAGEMENT LEADERSHIP IN A FLIGHT SYSTEMS SPECIALTY BY SERVING AS A SYSTEMS ENGINEER EXPERT ON VARIOUS REVIEW TEAMS AND A CONSULTANT TO GSFC PROGRAMS IN THE AREA OF SPACEFLIGHT SYSTEMS.
