THESE THRUST AREAS REQUIRE STATE-OF-THE-ART EXPERTISE IN DISCIPLINES SUCH AS DETECTORS, COMPONENTS, DATA SYSTEMS FOR INSTRUMENTS, LAUNCH VEHICLE OPTIONS AND CAPABILITIES, AIRCRAFT, BALLOONS, CUBESATS, IN SITU PLATFORMS, DATA CAPTURE AND PROCESSING, SENSOR WEBS, AND AUTONOMOUS-OPERATION TECHNOLOGIES. ADDITIONALLY, NASA RESEARCH ANNOUNCEMENTS (NRAS), BROAD AGENCY (BAAS), REQUESTS FOR INFORMATION (RFIS), AND OTHER SOLICITATIONS ARE ISSUED FOR THE VARIOUS PROGRAM AREAS. VALIDATION OF EARTH SCIENCE TECHNOLOGIES IN SPACE WILL HELP REDUCE THE RISK OF NEW TECHNOLOGIES IN FUTURE EARTH SCIENCE MISSIONS. THIS SOLICITATION CALLS FOR INSTRUMENTS, INSTRUMENT SUBSYSTEMS, ONBOARDING PROCESSING OR OTHER RELEVANT INFORMATION SYSTEM TECHNOLOGIES THAT CAN MAKE OR ADVANCE THE TECHNOLOGY TO ENABLE TO RELEVANT EARTH SCIENCE MEASUREMENTS. BE AVAILABLE TO SUPPORT THE SCHEDULED DUE DATES. THE REVIEWER SHALL ALSO HAVE SUFFICIENT QUALIFICATION TO COMPLETE EACH ASSIGNED REVIEW. PERFORM AN OBJECTIVE REVIEW OF THE ASSIGNED PROPOSALS. PARTICIPATE IN THE PANEL REVIEW INCLUDES ACT AS LEAD REVIEWER FOR UP TO 6 PROPOSALS. READ UP TO FOUR ADDITIONAL PROPOSALS IN ORDER TO PARTICIPATE IN DISCUSSIONS DURING PANEL REVIEW AS APPROPRIATE. THE CONTRACTOR WILL MANAGE THE WORK TO COMPLETE THE PROPOSAL REVIEW PROCESS, INCLUDING ENTRY OF RESULTS. THE CONTRACTOR SHALL PROVIDE ON/OFF-SITE PROJECT AND MULTIDISCIPLINARY ENGINEERING SERVICES, INDEPENDENT TESTING, CONTRACTOR-ON-SITE MONITORING, AND INDEPENDENT EVALUATION OF PROJECTS AND/OR PROGRAMS, INCLUDING COST, SCHEDULE, AND AFFORDABILITY ANALYSES, IN ANY PHASE OF THE LIFE-CYCLE. CONTRACTOR SHALL USE THE SAND CHART TOOL, AN EXISTING METHODOLOGY DEVELOPED FOR PORTFOLIO ASSESSMENTS, TO MODEL PORTFOLIOS THAT WOULD BE VARIED PARAMETRICALLY FROM 50% TO 90% IN 5% INCREMENTS TO DETERMINE WHICH PROJECT CONFIDENCE LEVEL POSTURE PERFORMS THE BEST PORTFOLIO EFFECT.
