IN COORDINATION WITH THE SOLAR ORBITER PROJECT OFFICE, THE GSFC CONDUCTS INTERNAL REVIEWS USING GODDARD SYSTEM REVIEW TEAMS (GSRTS) AND ALSO SUPPORTS AGENCY CONVENED STANDING REVIEW BOARD (SRB) REVIEWS TO ASSESS THE PROJECT'S IMPLEMENTATION OF THE PROJECT BASELINE. THE INTERNAL REVIEWS ARE THE DECISIONAL MEETINGS WHEREIN THE PROJECTS SOLIDIFY THEIR PLANS, TECHNICAL APPROACHES, AND PROGRAMMATIC COMMITMENTS. THIS IS ACCOMPLISHED AS PART OF THE NORMAL SYSTEMS ENGINEERING WORK PROCESSES OF THE CENTER. AT THESE REVIEWS, MAJOR TECHNICAL AND PROGRAMMATIC REQUIREMENTS ARE ASSESSED ALONG WITH THE SYSTEM DESIGN AND OTHER IMPLEMENTATION PLANS. MAJOR TECHNICAL AND PROGRAMMATIC PERFORMANCE METRICS ARE ALSO REPORTED AND ASSESSED AGAINST PREDICTIONS. THE SRB REVIEWS ASSESS THE ADEQUACY OF (A) THE REQUIREMENTS AND THEIR FLOW-DOWN, (B) THE PROJECT ALIGNMENT WITH AND CONTRIBUTIONS TO AGENCY NEEDS, GOALS, AND OBJECTIVES, (C) THE TECHNICAL APPROACH, (D) THE SCHEDULE, (E) THE ESTIMATED COSTS, (F) RESOURCES OTHER THAN BUDGET, (G) THE RISK MANAGEMENT APPROACH AND RISK IDENTIFICATION/MITIGATION, AND (H) THE MANAGEMENT APPROACH. SPECIFICALLY FOR THIS TASK, SUPPORT IS REQUIRED FOR SYSTEMS ENGINEERING CONDUCTED DURING THE DEVELOPMENT LIFECYCLE OF THE SOLAR ORBITER MISSION, INCLUDING INSTRUMENTS, AND GROUND SYSTEMS. IN MANY CASES, THE SYSTEMS UNDER REVIEW REPRESENT MAJOR ADVANCES IN STATE-OF-THE-ART DESIGNS, TECHNIQUES AND OPERATING ENVIRONMENTS WHICH HAVE NO PRECEDENCE. IN SUPPORT OF THIS TASK, SENIOR SYSTEMS ENGINEERS ARE BEING CONTRACTED FOR IN SUPPORT OF REVIEW PANEL POSITIONS REQUIRING PRIMARY EXPERTISE IN AT LEAST ONE OF THE FOLLOWING DISCIPLINES: MISSION DESIGN, MISSION SYSTEMS, SPACECRAFT SYSTEMS, MECHANICAL SYSTEMS, ELECTRICAL SYSTEMS, COMMAND AND DATA HANDLING SYSTEMS, RF SYSTEMS, POWER SYSTEMS, ATTITUDE CONTROL SYSTEMS, THERMAL SYSTEMS, PROPULSION SYSTEMS, INSTRUMENT SYSTEMS, SYSTEMS INTEGRATION AND TEST, OPERATIONS, SCIENCE DATA SYSTEMS, OR FLIGHT AND GROUND SOFTWARE SYSTEMS. ADDITIONAL EXPERIENCE IS REQUIRED IN EVALUATING MANAGEMENT PROCESSES, MANAGEMENT TOOLS, AND PROGRAMMATIC REQUIREMENTS THAT IMPACT THE IMPLEMENTATION OF THE DESIGN/DEVELOPMENT/TESTING NECESSARY TO MEET ESTABLISHED FLIGHT AND FLIGHT SUPPORT OBJECTIVES. THE CONTRACTOR SHALL COORDINATE THE PARTICIPATION OF THEIR SENIOR SYSTEMS ENGINEERS WITH THE NASA TASK MONITOR REGARDING SPECIFIC DISCIPLINES OF INTEREST REQUIRED TO SUPPORT THE REVIEWS, ACCORDING TO THE IDENTIFIED CONCERNS AND DEVELOPMENTAL STATUS OF THE PROJECT.

LEAD AND COORDINATE EFFORTS OF THE EXPERTS TO DEVELOP AND SCRIPT A COMPLETE SCENARIO TO BE PRESENTED TO EXERCISE PARTICIPANTS. THE SCRIPT WILL INCLUDE PRE-EXERCISE MATERIALS, A KICK-OFF BRIEFING PROVIDING BASIC INFORMATION ON THE ASTEROID THREAT, AND UPDATES AS THE THREAT EVOLVES (TRACKING DATA ADDS NEW DETAIL, ETC.). PREPARE MINUTES FROM TELECONS OF THE GROUP DEVELOPING THE SCRIPT. 3. PARTICIPATE IN AND LEAD THE EXERCISE. 4. UPDATE THE APP WITH THE SCENARIO DETAILS AND EXISTING INFORMATION ON KINETIC IMPACTORS AND NUCLEAR EXPLOSIVES, AS WELL AS THE EFFECTS OF THESE TECHNIQUES ON AN ASTEROID. OUTPUT FROM THE APP WILL BE COMBINED WITH BEST JUDGMENT TO RESPOND TO QUESTIONS FROM PARTICIPANTS DURING THE EXERCISE. 5. KEEP A RECORD OF THE QUESTIONS ASKED BY PARTICIPANTS, THE INFORMATION REQUESTED, AND OTHER DETAILS AS THE EXERCISE PROGRESSES. 6. CONDUCT A HALF-DAY WRAP-UP SESSION WITH EXPERTS AND SELECTED TTX PARTICIPANTS THE DAY FOLLOWING THE EXERCISE TO CAPTURE THOUGHTS AND LESSONS LEARNED FROM THE EXERCISE.
