IN THE PRESENT ENVIRONMENT OF CURRENT REPLACEMENT VALUE (CRV) REDUCTIONS MANDATED BY CONGRESS, NEW MISSION REQUIREMENTS AND INCREASING DEMANDS ON FEDERAL BUDGETS, IT IS THE INTENT OF THE WORKING GROUPS TO ENSURE THE ASSETS NECESSARY TO PROVIDE A CORE CAPABILITY OF EQUIPMENT, SUPPORTING INFRASTRUCTURE AND CRITICAL SKILLS FOR CURRENT AND FUTURE SPACE ENVIRONMENTAL TESTING ARE MAINTAINED. SETAG WILL AID THE AGENCY TO ACHIEVE THESE OBJECTIVES, AND AT THE SAME TIME REDUCE COSTS, INCREASE EFFECTIVENESS AND MAINTAIN MISSION CRITICAL TEST CAPABILITY. THE SETAG ALLIANCE GROUP WILL AID THE AGENCY TO ACHIEVE THE AGENCY MISSION AND OBJECTIVES BY ENSURING THE CONTINUOUS AVAILABILITY OF A PORTFOLIO OF NASA OWNED TECHNICAL CAPABILITY TO INCLUDE GROUND TEST FACILITIES AND FLIGHT OPERATIONS/TEST INFRASTRUCTURE WHICH ARE STRATEGICALLY IMPORTANT TO MEETING NATIONAL AEROSPACE PROGRAM GOALS AND REQUIREMENTS. THE CONTRACTOR SHALL: DEMONSTRATE A HIGH LEVEL OF PROGRAM MANAGEMENT AND ORGANIZATIONAL EXPERIENCE TO INCLUDE EXPERTISE IN ALL TECHNICAL ASPECTS OF TVAC, ACCOUSTIC AND VIBRATION CHAMBERS, AND ASSOCIATED CLEAN ROOMS. THE CONTRACTOR SHALL INCLUDE THE FOLLOWING ITEMS IN THE PERFORMANCE OF THIS EFFORT: (1) PARTICIPATE IN BIWEEKLY TDT TELECON MEETINGS. (2) PARTICIPATE AS REQUESTED BY THE NESC TECHNICAL FELLOW IN NESC ASSESSMENTS OR INVESTIGATIONS. DUTIES INCLUDE: TRAVEL TO AND PARTICIPATION IN CONSULTATION OR INVESTIGATION KICK-OFF FACE-TO-FACE MEETINGS. REPORTS SHALL BE DRAFTS OF SPECIFIC FINDINGS RELATED TO THE CONTRACTOR S SPECIFIC AREA OF EXPERTISE.
