ONE OF THE PROPOSALS, "DYNAMIC FLIGHT ENVELOPE ASSESSMENT AND PREDICTION" (PROPOSAL NUMBER 07-IRAC-07-0034) SUBMITTED BY THE BOEING COMPANY (DBA BOEING), WAS SELECTED TO SUPPORT THE AVIATION SAFETY PROGRAM, AND IN PARTICULAR THE INTEGRATED RESILIENT AIRCRAFT CONTROL (IRAC) PROJECT. THE PRIMARY GOAL OF THE DYNAMIC FLIGHT ENVELOPE ASSESSMENT AND PREDICTION PROGRAM IS TO PROVIDE NASA WITH FLIGHT SAFETY ENHANCEMENT THROUGH A PROCESS TO IDENTIFY FAULT DAMAGE ANOMALIES IN AIR-VEHICLE STRUCTURE, PREDICT AN ALLOWABLE FLIGHT MANEUVER LOADS ENVELOPE FOR THE DAMAGED VEHICLE, AND MEASURE CHANGES IN STRUCTURE DYNAMICS MODE SHAPES DUE TO THE DAMAGE. THE SYSTEM WILL ALSO PROVIDE ADAPTIVE CONTROL TO MAINTAIN THE AIRCRAFT WITHIN THE STRUCTURE LIMITS AND SUPPRESS ANY ADVERSE STRUCTURE DYNAMIC MODE INTERACTION WITH THE FLIGHT CONTROL SYSTEM. THE PROGRAM'S PRIMARY FOCUS IS ON CONTROL-CENTRIC MODELING, COMBINING RIGID BODY MODELS WITH DYNAMIC FLEXIBLE STRUCTURE AND LOADS MODELS TO PROVIDE THE BASIS FOR ON-LINE ADAPTIVE CONTROL OF THE STRUCTURE PROPERTIES OF THE AIRCRAFT. PROGRAM PRODUCTS WILL BE ALGORITHMS AND PROCESSES THAT CAN PROVIDE CONTROL OF STRUCTURES PROPERTIES FOR TACTICAL AND TRANSPORT AIRCRAFT. THIS PROGRAM ADDRESSES SYSTEM ANOMALIES CAUSED BY BATTLE DAMAGE TO MILITARY AIRCRAFT AND STRUCTURE FAILURES TO CIVIL AIRCRAFT CAUSED BY INCIDENTS SUCH AS FATIGUE, CORROSION, MID-AIR COLLISIONS, OR IMPROPER PROCEDURES. THE PROGRAM BUILDS ON THE NASA INTELLIGENT FLIGHT CONTROL SYSTEM TECHNOLOGY, ALREADY DEMONSTRATED ON A RESEARCH F-15 FOR ADAPTIVE CONTROL OF THE AERODYNAMIC CAPABILITY OF A DAMAGED AIRCRAFT. THE SIGNIFICANCE OF THIS PROGRAM IS TO ADD A CAPABILITY BY USING ADAPTIVE CONTROL TO PREVENT EXCESSIVE STRUCTURE LOADS OR DYNAMIC INTERACTION, THEREBY INCREASING THE SAFETY AND SURVIVABILITY OF AIR AND SPACE VEHICLES. THE PROGRAM WILL ASSIST NASA ON MEETING THE OBJECTIVES OF THE NASA AVIATION SAFETY PROGRAM. THIS PROGRAM ADDRESSES IRAC TOPIC 1.3, DYNAMIC FLIGHT ENVELOPE ASSESSMENT AND PREDICTION. THIS ACQUISITION WILL RESULT IN A THREE YEAR COST-PLUS-FIXED-FEE CONTRACT TO BE CONDUCTED BY THE BOEING COMPANY, PHANTOM WORKS DIVISION, ST. LOUIS, MO FOR A TOTAL AMOUNT OF $1,127,367. |
