THE PRIMARY GOAL OF THE ERA PROJECT IS TO SELECT VEHICLE CONCEPTS AND TECHNOLOGIES THAT CAN SIMULTANEOUSLY REDUCE FUEL BURN, NOISE, AND EMISSIONS. IN ADDITION, THE ERA PROJECT WILL IDENTIFY AND MITIGATE TECHNICAL RISK AND TRANSFER KNOWLEDGE TO THE AERONAUTICS COMMUNITY AT LARGE SO THAT NEW TECHNOLOGIES AND VEHICLE CONCEPTS CAN BE INCORPORATED INTO THE FUTURE DESIGN OF AIRCRAFT. THE ERA PROJECT CONCLUDED AN ADVANCED VEHICLE CONCEPTS (AVC) STUDY IN JANUARY 2012 UNDER NASA DRYDEN CONTRACT NND11AG03C WITH BOEING THAT IDENTIFIED ADVANCED INTEGRATED VEHICLE CONCEPTS AND COMPONENT TECHNOLOGY CONCEPTS THAT WILL ALLOW SUBSONIC TRANSPORT AIRCRAFT TO SIMULTANEOUSLY MEET THE NASA SYSTEM LEVEL GOALS OF REDUCED NOISE, EMISSIONS AND FUEL BURN IN THE 2025 (OR BEYOND) TIMEFRAME. BOEINGS FINAL REPORT UNDER THIS CONTRACT DEFINED A 65% SCALE SUBSCALE TEST VEHICLE (STV) THAT WAS ESTIMATED TO MEET ALL REQUIREMENTS IDENTIFIED AT THAT TIME. SINCE COMPLETION OF THE AVC STUDY, VARIOUS OTHER STV OPTIONS WITH ADDED, DELETED, AND MODIFIED REQUIREMENTS HAVE BEEN CONSIDERED BY BOEING. REDUCING PROGRAM COST HAS ALSO RECEIVED INCREASING EMPHASIS. THIS SOW DESCRIBES THE TASKS THAT WILL BE PERFORMED TO CONDUCT DESIGN ITERATIONS ON THE ORIGINAL STV CONCEPT TO MEET UPDATED REQUIREMENTS AND REFLECT APPROACHES THAT WILL SIGNIFICANTLY REDUCE PROGRAM COSTS. 2.0 SCOPE&OBJECTIVE(S): THE SCOPE OF THIS TASK ORDER IS AN ITERATIVE CONCEPT DESIGN STUDY FOR STV CONCEPTS. THE OBJECTIVE OF THIS TASK ORDER IS TO DEVELOP A BALANCED SET OF STV REQUIREMENTS RESULTING IN AN STV CONCEPT WITH AN INTEGRATED AND EXECUTABLE COST, SCHEDULE, AND PERFORMANCE PLAN. BALANCED REQUIREMENTS ARE DEFINED AS REQUIREMENTS DERIVED FROM A SERIES OF TRADES STUDIES AND SENSITIVITY STUDIES THAT RESULT IN A TECHNICALLY ACCEPTABLE SOLUTION AND AN EXECUTABLE PROGRAM WITH ACCEPTABLE COST AND RISK. DEVELOPING BALANCED REQUIREMENTS REQUIRES MULTIPLE ITERATIONS OF CONCEPTUAL DESIGN, PROGRAM PLANNING (I.E., SCHEDULE AND COST ESTIMATES), FOLLOWED BY CUSTOMER FEEDBACK. THE PRODUCT OF THESE ITERATIONS WILL BE A SERIES OF THREE STV CONCEPTS WHICH REFLECT VARYING LEVELS OF REQUIREMENTS, AND WHICH WILL HAVE VARYING LEVELS OF RESEARCH CONTENT, CAPABILITY, AND ASSOCIATED COSTS. 3.0 DESCRIPTION OF THE WORK/TASKS TO BE PERFORMED: 3.1 REQUIREMENTS DEVELOPMENT 3.1.1 UTILIZING THE AVC 65% SCALE STV REQUIREMENTS AND ASSOCIATED COST DRIVERS AS A STARTING POINT, THE CONTRACTOR SHALL ESTABLISH A LIST OF HIGH LEVEL REQUIREMENTS FOR AN UPDATED VERSION OF THE 65% SCALE STV CONCEPT. THIS LIST SHALL ENCOMPASS VEHICLE, MISSION, AND TECHNOLOGY DEMONSTRATION REQUIREMENTS. THE REQUIREMENTS DEVELOPMENT SHALL INCLUDE PROGRAM COST AND SCHEDULE AS KEY CONSIDERATIONS. THIS LIST SHALL REFLECT A REFINEMENT EXERCISE TO IDENTIFY AND FOCUS ON ONLY THOSE CRITICAL ENABLING TECHNOLOGIES THAT MUST BE FLOWN ON A LARGE-SCALE FLYING TESTBED. EVERY REQUIREMENT SHALL BE ACCOMPANIED WITH A JUSTIFICATION OR RATIONALE STATEMENT. THE CONTRACTOR SHALL DELIVER A DRAFT REQUIREMENTS DOCUMENT. MS WORD OR POWERPOINT FORMAT IS ACCEPTABLE.
