THE DEMONSTRATION IS THE FIRST OF AN ENVISIONED SERIES OF AIR TRAFFIC MANAGEMENT (ATM) TECHNOLOGY DEMONSTRATION SUB-PROJECTS THAT WILL DEMONSTRATE INNOVATIVE NASA TECHNOLOGIES THAT HAVE ATTAINED A SUFFICIENT LEVEL OF MATURITY TO MERIT MORE IN-DEPTH RESEARCH AND EVALUATION AT THE SYSTEM LEVEL IN RELEVANT ENVIRONMENTS. THE OVERALL GOAL OF ATD1 IS TO OPERATIONALLY DEMONSTRATE AN INTEGRATED SET OF NASA ARRIVAL MANAGEMENT TECHNOLOGIES FOR PLANNING AND EXECUTING EFFICIENT ARRIVAL OPERATIONS IN THE TERMINAL ENVIRONMENT OF A HIGH-DENSITY AIRPORT. THE ATD1 DEMONSTRATION SUPPORTS THE OBJECTIVES FOR THE GREATER CAPACITY GOAL IDENTIFIED IN THE FEDERAL AVIATION ADMINISTRATION (FAA) FLIGHT PLAN. IN ADDITION, IT SUPPORTS EIGHT OPERATIONAL IMPROVEMENTS (OIS), AND SEVEN OF THE NINE IMPLEMENTATION PORTFOLIOS, IDENTIFIED IN THE NEXTGEN IMPLEMENTATION PLAN. OIS SUPPORTED INCLUDE 102118 (DELEGATED RESPONSIBILITY FOR IN-TRAIL SEPARATION), 102137 (AUTOMATION SUPPORT FOR SEPARATION MGMT), 104120 (POINT-IN-SPACE METERING), 108209 (INCREASE CAPACITY AND EFFICIENCY USING RNAV/RNP), 109319 (ENVIRONMENTALLY AND ENERGY FAVORABLE ATM CONCEPTS, PHASE I 2011-2015), 104123 (TIME-BASED METERING USING RNAV/RNP ROUTE ASSIGNMENTS), 104128 (TIME-BASED METERING IN THE TERMINAL ENVIRONMENT), AND 104124 (USE OF OPTIMIZED PROFILE DESCENTS). 2.0 SCOPE&OBJECTIVES: THE SCOPE OF THIS TASK ORDER IS TO RESEARCH THE FEASIBILITY OF, AND DEVELOP PROTOTYPES AND ASSOCIATED DETAILED CONCEPT ENGINEERING DESIGNS FOR POTENTIALLY IMPLEMENTING, NASA-DEVELOPED AIRBORNE SPACING FOR TERMINAL ARRIVAL (ASTAR) PROTOTYPE ALGORITHM GUIDANCE WITHIN AVIONICS ENVISIONED FOR USE IN THE NEXTGEN MIDTERM TIMEFRAME (~2016-2020) IN AIR TRANSPORT CLASS AIRCRAFT. THE RESULTS OF THIS WORK WILL PROVIDE DATA TO NASA TO ASSIST IN ITS UNDERSTANDING OF THE BEST APPROACH FOR THE POTENTIAL IMPLEMENTATION, WITHIN THE MOST APPROPRIATE AVIONICS PLATFORM, OF SOME, OR ALL, OF THE PROPOSED ASTAR CAPABILITIES IN AIRCRAFT FOR THE PURPOSES OF THE ATD1 OPERATIONAL DEMONSTRATION. THE OBJECTIVES OF THIS TASK ORDER ARE TO EXPLORE AND DEFINE POTENTIAL PROTOTYPE CONSTRAINTS/NEEDS FOR, AND EVALUATE THE FEASIBILITY OF, IMPLEMENTING FLIGHT-DECK INTERVAL MANAGEMENT (FIM) W/ASTAR PROTOTYPE ALGORITHM GUIDANCE ON AVIONICS PLATFORMS ENVISIONED FOR USE IN THE NEXTGEN MIDTERM TIMEFRAME (~2016-2020) IN AIR TRANSPORT AIRCRAFT. 3.0 DESCRIPTION OF THE WORK/TASKS TO BE PERFORMED: THE WORK IS BROKEN DOWN INTO THE FOLLOWING 4 MAJOR TASKS: 1) PERFORM FEASIBILITY ASSESSMENT OF INTEGRATING THE NASA-DEVELOPED ASTAR PROTOTYPE ALGORITHM ON AVIONICS PLATFORMS CAPABLE OF BEING INTEGRATED INTO AIRCRAFT SYSTEMS. 2) PERFORM CONCEPT ENGINEERING TRADE STUDIES EXPLORING THE OPTIONS OF IMPLEMENTING FIM CAPABILITIES USING ASTAR WITHIN THE ANTICIPATED AIR TRANSPORT CLASS AIRCRAFT AVAILABLE IN THE NEXTGEN MID-TERM TIME FRAME (2016-2020). 3) DEVELOP CONCEPT ENGINEERING PROTOTYPES FOR DEMONSTRATION, AT THE CONTRACTORS SITE, OF CANDIDATE FIM AUTOMATION. 4) PROVIDE PROTOTYPE DESIGN RECOMMENDATIONS AND CHALLENGES, ALONG WITH ROUGH ORDER MAGNITUDE COST ESTIMATES, FOR THE IMPLEMENTATION OF A FIM/ASTAR SYSTEM TO BE USED WITHIN THE FOLLOWING: A. HIGH FIDELITY, FULL MISSION SIMULATION CABS AT THE NASA LANGLEY RESEARCH CENTER, NASA AMES RESEARCH CENTER, AND THE FAA WILLIAM J. HUGHES TECHNICAL CENTER. B.
