THE SAFETY GOAL FOR THIS EFFORT IS TO DEVELOP LITHIUM-ION CELLS AND BATTERIES THAT ARE TOLERANT TO THE ABOVE MENTIONED HAZARDS AND THOSE THAT ARE LISTED IN TABLE 1, APPENDIX B OF THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION RESEARCH ANNOUNCEMENT NUMBER NNC08ZP022N ENTITLED, RESEARCH AND DEVELOPMENT OF BATTERY CELL COMPONENTS, SOLICITATION, UNDER SAFE, RELIABLE OPERATION. TOLERANCE SHOULD BE DEMONSTRATED BY THE FACT THAT THE CELL OR BATTERY DOES NOT EXHIBIT ANY FLAME OR VENT WITH FIRE UNDER ANY OF THE ABOVE MENTIONED CONDITIONS. THE KEY OBJECTIVE OF THIS PROGRAM IS TO DEMONSTRATE THAT THE LITHIUM METAL PHOSPHATE COATING CAN STABILIZE THE OXIDE STRUCTURES, THEREFORE IMPROVING THE SAFETY OF LITHIUM ION CELLS. IN YEAR 1, THE CONTRACTOR SHALL PERFORM THE PROGRAM TASKS DESCRIBED BELOW TO DEMONSTRATE THAT THE COATING LAYER SHIFTS THE PEAK EXOTHERMIC TEMPERATURE TO >250 C WHILE NOT IMPACTING THE REVERSIBLE CAPACITY. IN YEAR 2, THE CONTRACTOR SHALL SCALE-UP THE COATING PROCESS AND EXAMINE THE ABUSE TOLERANCE OF FULLY CONSTRUCTED BATTERIES USING ACCELERATING RATE CALORIMETER (ARC) TESTING ALONG WITH OTHER PERFORMANCE CHARACTERIZATION TESTS. AS THE PROGRAM DELIVERABLE, THE CONTRACTOR SHALL DELIVER COATED CATHODE MATERIAL AND ELECTRODES TO THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION FOR THEIR EVALUATION. THE TASKS SHALL BE CONDUCTED AS DESCRIBED IN THE CONTRACTOR S PROPOSAL ENTITLED METAL PHOSPHATE COATING FOR IMPROVED CATHODE MATERIAL SAFETY ACCORDING TO THE SCHEDULE LISTED IN THE STATEMENT OF WORK.
