2013-09-042014-03-31541712IGF::OT::IGF TASK ORDER - STATEMENT OF WORK (SOW) TASK TITLE: DESIGN OF AN ACTIVE FLOW CONTROL MASS FLOW DISTRIBUTION SYSTEM FOR FLIGHT DEMONSTRATION ON A 757 VERTICAL TAIL 1.0 INTRODUCTION/BACKGROUND: THE PURPOSE OF THE OVERALL ACTIVITY UNDERTAKEN BY THE NASA ENVIRONMENTALLY RESPONSIBLE AVIATION (ERA) PROJECT AND THE CONTRACTOR IS TO DETERMINE THE APPLICABILITY OF ACTIVE SEPARATION CONTROL TO COMMERCIAL AIRCRAFT OPERATION, CONSIDERING THAT AERODYNAMIC PERFORMANCE, SYSTEM INTEGRATION COMPLEXITY, AND SYSTEM COSTS IN TERMS OF REQUIRED ENERGY ARE PART OF THE DECISION PROCESS. SPECIFICALLY, THIS ACTIVITY APPLIES ACTIVE SEPARATION AND CONTROL TO ENHANCE THE VERTICAL TAIL S PERFORMANCE. VERTICAL TAIL SIZING ON COMMERCIAL AIRCRAFT IS DRIVEN, IN LARGE PART, BY PERFORMANCE REQUIRED FOR EMERGENCY SITUATIONS AND/OR OPERATIONS NEAR THE EDGES OF THE FLIGHT ENVELOPE. FOR AIRCRAFT WHERE THE ENGINES ARE MOUNTED ON THE WINGS, ENGINE-OUT CONDITIONS RELY HEAVILY ON THE RUDDER TO PROVIDE SUFFICIENT YAWING MOMENT TO TRIM OUT THE AIRPLANE. AS PART OF THE ENVIRONMENTALLY RESPONSIBLE AVIATION (ERA) PROJECT, NASA IS SEEKING TO DEMONSTRATE THE POTENTIAL BENEFITS OF REDUCING VERTICAL TAIL SIZE THROUGH THE USE OF ACTIVE FLOW CONTROL (AFC). THE AFC-ENABLED VERTICAL TAIL WOULD UTILIZE AFC TO PROVIDE REQUIRED PERFORMANCE AT FLIGHT CONDITIONS THAT DRIVE THE SIZING OF THE VERTICAL TAIL WHILE OPERATING IN A CONVENTIONAL MANNER AT ALL OTHER FLIGHT CONDITIONS. THIS IS PART OF A MULTI-PROJECT EFFORT THAT WILL CULMINATE IN A FOLLOW-ON FLIGHT TEST OF THE AFC SYSTEM ON A COMMERCIAL AIRLINER VERTICAL TAIL, WITH THE CONTRACTOR PROVIDING FLIGHT SERVICES AND AIRCRAFT ACCESS. THE FLIGHT TESTS ARE EXPECTED TO OCCUR NO EARLIER THAN AUGUST 2014. NOTE: APPENDIX A TO THIS TASK ORDER INCLUDES A LIST OF ACRONYMS. 2.0 SCOPE&OBJECTIVE(S): THE SCOPE OF THIS TASK ORDER IS TO DELIVER A DETAILED FINAL AFC MASS FLOW DISTRIBUTION SYSTEM DESIGN FOR INTEGRATION INTO THE BOEING 757 ECODEMONSTRATOR VERTICAL TAIL. THE DESIGN WILL INTEGRATE WITH THE SWEEPING JET ACTUATORS PROVIDED BY NASA. THE CONTRACTOR-DESIGNED AFC MASS FLOW DISTRIBUTION SYSTEM DESIGN WILL ALSO INTEGRATE WITH AIRCRAFT STRUCTURE, AIRCRAFT SYSTEMS, AND AN AIR MASS FLOW SOURCE.  3.0 DESCRIPTION OF THE WORK/TASKS TO BE PERFORMED: THE CONTRACTOR SHALL PERFORM THE FOLLOWING TASKS: 3.1 AFC: 3.1.1 THE CONTRACTOR SHALL DELIVER AN AFC MASS FLOW DISTRIBUTION SYSTEM FINAL DESIGN (DELIVERABLE ITEM 4.6), INCLUDING BILL OF MATERIALS FOR AFC AIR MASS FLOW DISTRIBUTION SYSTEM MATERIALS AND PARTS. (DELIVERABLE ITEM 4.9) 3.1.2 THE CONTRACTOR SHALL DELIVER A FINAL DESIGN TO MODIFY THE BOEING 757 ECODEMONSTRATOR BLEED AIR DISTRIBUTION SYSTEM AS FOLLOWS (DELIVERABLE ITEMS 4.10): A. TO PROVIDE AIR AND PRESSURE TO THE AFC MASS FLOW DISTRIBUTION SYSTEM. B. TO INTEGRATE WITH THE AFC MASS FLOW DISTRIBUTION SYSTEM. 3.1.3 RESERVED. 3.1.4 THE CONTRACTOR SHALL DESIGN THE AFC MASS FLOW DISTRIBUTION SYSTEM TO MEET THE FOLLOWING REQUIREMENTS: 3.1.4.1 THE AFC MASS FLOW DISTRIBUTION SYSTEM DESIGN SHALL INTEGRATE IN THE BOEING 757 ECODEMONSTRATOR AIRCRAFT AND VERTICAL TAIL. 3.1.4.2 THE AFC AIR MASS FLOW DISTRIBUTION SYSTEM DESIGN SHALL INTEGRATE WITH THE NASA PROVIDED SWEEPING JET ACTUATOR DESIGN THAT NASA WILL PROVIDE AS GOVERNMENT FURNISHED INFORMATION (GFI) (SEE GFI 5.1). 3.1.4.3 THE AFC AIR MASS FLOW DISTRIBUTION SYSTEM DESIGN SHALL ACCOMMODATE NO GREATER THAN 25 SWEEPING JET ACTUATORS 3.1.4.4 THE AFC MASS FLOW DISTRIBUTION SYSTEM DESIGN SHALL INTEGRATE WITH THE 757 ECODEMONSTRATOR AIR MASS FLOW SUPPLY SYSTEM. 3.1.4.5 THE AFC AIR MASS FLOW DISTRIBUTION SYSTEM DESIGN SHALL INCLUDE ALL AIR MASS FLOW INSTRUMENTATION AND THEIR LOCATIONS PRIOR TO CDR. 3.1.4.6 THE 757 ECODEMONSTRATOR BLEED AIR DISTRIBUTION SYSTEM MODIFICATION SHALL INCLUDE THE INSTRUMENTATION USED IN SUPPORT OF THE AFC AIR MASS FLOW DISTRIBUTION SYSTEM DESIGN. 3.
