THIS NRA SPECIFICALLY SOLICITED TECHNOLOGIES TO ENABLE ACCOMPLISHMENT OF THE CLIMATE ABSOLUTE RADIANCE AND REFRACTIVITY OBSERVATORY (CLARREO) MISSION. THE CLARREO MISSION IS A HIGH PRIORITY MISSION DEFINED IN THE RECENT DECADAL SURVEY FOR EARTH SCIENCE. CENTRAL TO THE OBJECTIVES OF CLARREO IS THE MEASUREMENT FROM SATELLITES OF THE SPECTRAL RADIANCE (W CM-2 SR-1 CM-1) EMITTED BY THE EARTH AND ITS ATMOSPHERE. THE CLARREO MEASUREMENTS ARE TO BE MADE ACROSS NEARLY THE ENTIRE INFRARED EMISSION SPECTRUM AT HIGH ACCURACY AND STABILITY. THE OPTICAL ELEMENT ( BEAMSPLITTER ) WORK DETAILED IN THIS STATEMENT OF WORK WAS PROPOSED IN THE CORSAIR PROPOSAL SELECTED BY NASA. CORSAIR HAS BEEN ESTABLISHED TO DEVELOP AND DEMONSTRATE TECHNOLOGY TO PRODUCE SPECIFIC OPTICAL ELEMENTS ( BEAMSPLITTERS ) FOR THE MICHELSON FOURIER TRANSFORM SPECTROMETERS (FTS) INSTRUMENTS ENVISIONED FOR THE FUTURE NASA (CLARREO) MISSION. THE CORSAIR HIGH EFFICIENCY INFRARED BEAMSPLITTERS EFFORT FOCUSES ON THE DESIGN, DEVELOPMENT, AND TESTING OF A BEAMSPLITTER CAPABLE OF COVERING THE ENTIRE 5 TO 50 MICROMETER SPECTRAL RANGE DEFINED AS NECESSARY TO MEETING THE CLARREO SCIENCE OBJECTIVES, AS OUTLINED IN THE DECADAL SURVEY. THE BEAMSPLITTER IS TO BE DEMONSTRATED AT TECHNOLOGY READINESS LEVEL 6 (TRL 6). THIS TECHNOLOGY IS TO BE READY FOR THE CLARREO SENSORS UPON COMPLETION OF THIS INSTRUMENT INCUBATOR PROGRAM (IIP) EFFORT. MICHELSON FTS INSTRUMENTS ARE WIDELY USED FOR MEASURING INFRARED EMISSION SPECTRA. HOWEVER, MOST APPLICATIONS REQUIRE MEASUREMENT OF ONLY A PORTION OF THE INFRARED SPECTRUM. THE OPTICAL BEAMSPLITTER, WHICH IS ESSENTIAL TO THE GENERATION OF THE INTERFERENCE PATTERN RECORDED BY AN FTS INSTRUMENT, IS TYPICALLY MADE FROM MATERIALS WITH THE MOST FAVORABLE OPTICAL PROPERTIES FOR THE PARTICULAR WAVELENGTH SPAN OF INTEREST. A BEAMSPLITTER THAT COVERS ESSENTIALLY THE ENTIRE THERMAL INFRARED SPECTRUM AS REQUIRED BY CLARREO REPRESENTS THE TECHNICAL CHALLENGE TO BE ADDRESSED BY THIS TASK. 2.0 SCOPE OF WORK/OBJECTIVE: THIS EFFORT IS DIVIDED INTO THREE PHASES (I.E., A BASE PERIOD WITH TWO OPTIONS PERIODS). PHASE I (I.E., BASE PERIOD) INCLUDES THE DESIGN AND SELECTION OF COATING AND SUBSTRATE SUPPLIERS FOR THE BEAMSPLITTERS. PHASE II (I.E., OPTION 1) IS FOR FABRICATION OF THE DESIGNED BEAMSPLITTERS. PHASE III (I.E., OPTION 2) IS FOR TESTING, AS WELL AS A POST-IRRADIATION OPTICAL EVALUATION. THE OVERALL OBJECTIVE OF THIS EFFORT IS TO DEVELOP AND DEMONSTRATE AT TRL-6 AN OPTICAL BEAMSPLITTER CAPABLE OF MEETING THE CLARREO MEASUREMENT REQUIREMENTS. THE FABRICATION OF THE BEAMSPLITTERS SHALL BE COMPLIMENTED BY THE DEVELOPMENT OF COMPUTER MODELS OF THE BEAMSPLITTER PERFORMANCE, WITH THE MODEL RESULTS BEING APPLIED TO BEAMSPLITTER PRODUCTION. THE CONTRACTOR INTENDS TO USE A COMMERCIAL-OFF-THE-SHELF (COTS) DESIGN TOOL TO MODEL THE BEAMSPLITTER PERFORMANCE AND ANALYZE MATERIALS AND COATINGS. THE RESULTING DATA WILL BE PROCESSED THROUGH A MICROSOFT EXCEL SPREADSHEET(S) TO GRAPHICALLY DEPICT THE DATA. 3.0 DESCRIPTION OF TASKS / TECHNICAL REQUIREMENTS: THE CONTRACTOR SHALL PERFORM THE FOLLOWING TASKS: BASE PERIOD (6 MONTHS) 3.1 PHASE I DESIGN AND SELECT SUPPLIER: 3.1.1 THE CONTRACTOR SHALL SELECT A COMBINATION OF MATERIALS AND COATINGS TO PROVIDE THE MAXIMUM 4RT BEAMSPLITTER METRIC OVER THE RANGE OF 5 TO 50 MICROMETERS.
