NASA AND THE ESD THUS PERIODICALLY EVALUATE THE ALLOCATION OF MISSION OPERATION AND DATA ANALYSIS (MO&DA) FUNDS WITH THE AIM OF MAXIMIZING WITHIN FINITE RESOURCES THE MISSIONS CONTRIBUTIONS TO NASAS AND THE NATIONS GOALS. THIS PERIODIC NASA COMPARATIVE REVIEW FOR MISSIONS IN EXTENDED OPERATIONS IS KNOWN AS THE SENIOR REVIEW. AFTER THE BI-ANNUAL SENIOR REVIEW, ESD HAS DECIDED TO PERFORM A SENIOR REVIEW ON QUICKSCAT AS IT WILL BE NECESSARY FOR DATA CONTINUITY.THE SENIOR REVIEW IS SUPPORTED BY A TECHNICAL SUBPANEL COMPOSED OF TECHNICAL EXPERTS FROM WITHIN AND OUTSIDE NASA TO ASSESS THE HEALTH AND VIABILITY OF THE OPERATING SATELLITES. THE PRIMARY GOAL OF THE EUROPA LANDER PRE-PHASE A STUDY IS TO DEVELOP A SURFACE MISSION CONCEPT FOR JUPITERS MOON, EUROPA, AND TO INVESTIGATE THE MOONS POTENTIAL EXTANT LIFE AND HABITABILITY. A LANDER MISSION WOULD BE LAUNCHED NO EARLIER THAN 2025, ON AN SPACE LAUNCH SYSTEM. THE INITIAL MISSION CONCEPT REVIEW RESULTED IN A CONCEPT THAT IS MOST LIKELY NOT SUPPORTABLE DUE TO EXPECTED COST. AN INDEPENDENT TEAM HAS BEEN FORMED TO ASSESS OTHER POTENTIAL MISSION CONCEPTS IN TERMS OF SCIENTIFIC VALUE, COST FEASIBILITY, RISK, AND OTHER FACTORS.
