THIS AEROSPACE CORPORATION (AEROSPACE) TASK IS IN SUPPORT OF THE DEVELOPMENT OF LANDSAT 9 SPACECRAFT / OBSERVATORY MISSION. LANDSAT SATELLITES HAVE CONTINUOUSLY ACQUIRED MULTI-SPECTRAL IMAGES OF THE GLOBAL LAND SURFACE SINCE THE LAUNCH OF LANDSAT 1 IN 1972. THE LANDSAT DATA ARCHIVE CONSTITUTES THE LONGEST RECORD OF THE LAND SURFACE AS VIEWED FROM SPACE. THE LANDSAT 9 MISSION OBJECTIVE IS TO EXTEND THE ABILITY TO DETECT AND QUANTITATIVELY CHARACTERIZE CHANGES ON THE GLOBAL LAND SURFACE AT A SCALE WHERE NATURAL AND MAN-MADE CAUSES OF CHANGE CAN BE DETECTED AND DIFFERENTIATED. LANDSAT 9 DATA WILL SUPPORT A VARIETY OF SCIENTIFIC RESEARCH AND APPLICATIONS INCLUDING AGRICULTURE, FORESTRY, LAND USE MAPPING/MANAGEMENT, POLAR ICE/GLACIER STUDIES, GEOLOGY, HYDROLOGY, COASTAL RESOURCES, AND ENVIRONMENTAL MONITORING. THE AEROSPACE CORPORATION (AEROSPACE) IS TASKED TO ASSIST IN PERFORMING REVIEW AND ANALYSIS USING ITS VAST ARRAY OF COST, SCHEDULE AND SYSTEMS ENGINEERING STUDIES AND DATABASES IN ORDER TO HELP PROVIDE SUPPORT IN THE DEVELOPMENT OF PROCUREMENT DOCUMENTATION AND COST ESTIMATES FOR THE LANDSAT 9 SPACECRAFT. THE DESCRIPTION OF WORK TO BE PERFORMED ARE TO PERFORM AN INDEPENDENT COST AND OBLIGATIONS ESTIMATE, PHASED BY FISCAL MONTH AND YEAR, FOR THE DEVELOPMENT, TESTING, INTEGRATION, AND EARLY OPERATIONS SUPPORT OF THE LANDSAT 9 SPACECRAFT / OBSERVATORY. THE REACTION WHEELS THEMSELVES ARE TYPICALLY THE LARGEST POINTING DISTURBANCE ON THE SPACECRAFT. MICRO THRUSTERS HAVE POTENTIAL FOR REDUCING THE COST AND TECHNICAL RISKS OF ACHIEVING DEMANDING POINTING STABILITY PERFORMANCE. BOTH COLD GAS AND COLLOIDAL MICRO-THRUSTERS WERE DEMONSTRATED ON THE LASER INTERFEROMETER SPACE ANTENNA LISA PATHFINDER MISSION, AND COLD-GAS MICRO THRUSTERS HAVE ALSO FLOWN ON EUROPEAN SPACE AGENCY MISSIONS. THE OBJECTIVE OF THIS ASSESSMENT IS TO ASSESS THE BENEFITS OF MICRO-THRUSTERS FOR APPLICATION ON SPACE OBSERVATORY MISSIONS WITH COMPARISON TO TRADITIONAL ARCHITECTURES. HIGHER-FIDELITY MODELING OF SYSTEM PERFORMANCE IS THE PRIMARY FOCUS OF THIS EFFORT; THE WORK WILL IMPROVE MODELING FIDELITY AND STUDY ARCHITECTURES. IT WILL ALSO EXAMINE MULTIPLE MISSION APPLICATIONS, USING CASES, ADDRESS TRADESPER THE TECHNICAL RECOMMENDATIONS AND FEEDBACK RECEIVED ON THE INITIAL 2017 FEASIBILITY STUDY RESULTS PERFORMED UNDER A SEPARATE SEETS TASK 80LARC17F0010 .
