MOST OF THE PREVIOUS TASK ORDERS ISSUED TO AEROSPACE BY THE NASA ARMSTRONG FLIGHT RESEARCH CENTER (AFRC) WERE TO DEVELOP A MODEL BASED ON THE ECO-PHYSICS OF LAUNCH, FOR CHARACTERIZING MARKET DEMAND FOR SUBORBITAL REUSABLE LAUNCH VEHICLES (SRLVS) TO GAIN MARKET INSIGHT. THE MODEL BECAME AN INTEGRATED MANAGEMENT DECISION TOOL THAT WAS USED BY NASA FOP TO EVALUATE FLIGHT PROVIDER PROPOSALS. THE LAST TASK ORDER WAS TO HELP EXAMINE THE FEASIBILITY OF CONSTRUCTION OF A HYBRID ROCKET MOTOR PROPULSION UNIT FOR CUBESAT. A CUBESAT IS A TYPE OF MINIATURIZED SATELLITE FOR SPACE RESEARCH. THE PURPOSE OF THIS TASK IS TO UPDATE THE 2004 WORKING GROUP ON ACTIVE AND PASSIVE MICROWAVE TECHNOLOGIES IN ADVANCE OF THE 2017 NRC EARTH SCIENCES DECADAL SURVEY. THIS ASSESSMENT WILL BE LED BY THE EARTH SCIENCE TECHNOLOGY OFFICE (ESTO). THE CONTRACTOR SHALL CONDUCT A SURVEY OF ALL CURRENT ACTIVE AND PASSIVE MICROWAVE TECHNOLOGIES (INCLUDING FRI MITIGATION TECHNOLOGIES) STATE-OF-THE-ART AND TECHNOLOGY READINESS LEVEL (TRL) AS THEY PERTAIN TO FUTURE MICROWAVE MEASUREMENT AND DATA HANDLING/DISTRIBUTION NEEDS FOR THE EARTH SCIENCE COMMUNITY. 2018-04-052019-05-31541712IGF::OT::IGF THE LANDSAT NINE LNINE MISSION CONSISTENT WITH US LAW AND GOVERNMENT POLICY WILL CONTINUE THE ACQUISITION ARCHIVAL AND DISTRIBUTION OF MULTI SPECTRAL IMAGERY AFFORDING GLOBAL SYNOPTIC AND REPETITIVE COVERAGE OF THE EARTHS LAND SURFACES AT A SCALE WHERE NATURAL AND HUMAN INDUCED CHANGES CAN BE DETECTED DIFFERENTIATED CHARACTERIZED AND MONITORED OVER TIME THE LNINE MISSION IS A COMPONENT OF THE SUSTAINED LAND IMAGING SLI PROGRAM BEING CONDUCTED JOINTLY BY THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION NASA AND THE USGS OF THE DEPARTMENT OF THE INTERIOR DOI THE GOAL OF THE SLI PROGRAM IS TO PROVIDE DATA INTO THE FUTURE THAT IS SUFFICIENTLY CONSISTENT WITH PREVIOUS LANDSAT DATA TO ALLOW THE DETECTION AND QUANTITATIVE CHARACTERIZATION OF CHANGES IN OR ON THE LAND SURFACE OF THE GLOBE THE LNINE WAS CONCEIVED AS A FOLLOWON MISSION TO THE HIGHLY SUCCESSFUL LANDSAT SERIES OF MISSIONS WHICH HAVE BEEN PROVIDING SATELLITE COVERAGE OF THE EARTHS CONTINENTAL SURFACES SINCE SEVENTY TWO THE DATA FROM THESE MISSIONS CONSTITUTE THE LONGEST CONTINUOUS RECORD OF THE EARTHS SURFACE AS SEEN FROM SPACE THE LNINE MISSION IS INTENDED TO ENSURE THAT LANDSAT DATA WILL BE PROVIDED TO THE USGS NATIONAL SATELLITE LAND REMOTE SENSING DATA ARCHIVE NSLRSDA FOR AT LEAST FIVE OPERATIONAL YEARS PLUS POINT TWENTY FIVE YEAR TO COVER THE OBSERVATORY COMMISSIONING PHASE THE LNINE OBSERVATORY WILL CARRY TWO SERIES TYPE INSTRUMENTS OLI TWO AND THE TIRS TWO THE RESPONSIBILITIES FOR THE LANDSAT NINE MISSION IMPLEMENTATION ARE IN GENERAL DIVIDED BETWEEN PRIMARY MISSION AREAS SPACE SEGMENT LAUNCH SEGMENT AND GROUND SEGMENT NASA IS RESPONSIBLE FOR THE DEVELOPMENT OF THE SPACE SEGMENT AND LAUNCH SEGMENT AND THE USGS IS RESPONSIBLE FOR THE GROUND SEGMENT THE USGS IS ALSO RESPONSIBLE FOR LANDSAT NINE MISSION OPERATIONS AFTER COMPLETION OF THE ON ORBIT VERIFICATION AND CHECKOUT PERIOD THE AGENCIES PLAN TO SHARE DATA CALIBRATION VALIDATION AND SCIENCE ACTIVITIES THROUGHOUT THE LIFE OF THE MISSION AS WELL AS ENGINEERING AND MANAGEMENT ACTIVITIES AS APPROPRIATE NASA IS ACCOUNTABLE FOR MISSION SUCCESS THROUGH DECLARATION OF OPERATIONAL READINESS ACROSS ALL MISSION SEGMENTS AND HANDOVER OF THE MISSION TO THE USGS AT THE COMPLETION OF ON ORBIT COMMISSIONING THE LANDSAT NINE PROJECT PLANS TO HOLD A POST LAUNCH ASSESSMENT REVIEW PLAR WHERE OPERATIONAL READINESS WILL BE DECLARED FOLLOWED BY A MISSION TRANSITION AND HANDOVER REVIEW MTHR WHERE THE RESPONSIBILITY FOR MISSION LEADERSHIP WILL TRANSFER FROM NASA TO USGS USGS PROVIDES THE GROUND SYSTEM FUNCTIONAL AREA EXPERTISE TO SUPPORT NASAS MISSION SYSTEM ENGINEERING EFFORT SPECIFICALLY USGS WILL LEAD THE SPACE TO GROUND INTERFACE ACTIVITIES USGS WILL LEAD SYSTEMS ENGINEERING FOR THE LANDSAT NINE GROUND SYSTEM RESPONSIBILITIES INCLUDE LEAD OVERALL SYSTEMS ENGINEERING EFFORT FOR THE GROUND SYSTEM INCLUDING MOC GNE AND DPAS ELEMENTS AS WELL AS OPERATIONS IN CONJUNCTION WITH THE NASA LANDSAT NINE PROJECT SOFTWARE MANAGER AND PROJECT SYSTEMS VERIFICATION ENGINEER ENSURE ALL SOFTWARE DEVELOPED FOR GROUND SYSTEM MEETS REQUIREMENTS AND IS VERIFIED WORK WITH THE MISSION OPERATIONS TEAM INCLUDING THE LNINE FOT TO ENSURE THAT THE GROUND SYSTEM OPERATION IS VALIDATED AGAINST THE MISSION AND GROUND SYSTEM OPERATIONS CONCEPTS MANAGEMENT OF GROUND SYSTEM LEVEL THREE AND LOWER REQUIREMENTS ARCHITECTURE AND CONCEPTS OF OPERATION PLAN DOCUMENT STAFF AND IMPLEMENT A ROBUST GROUND SYSTEM VERIFICATION AND VALIDATION PROCESS AND INTEGRATE THESE VERIFICATION EFFORTS INTO THE OVERALL MISSION VERIFICATION AND VALIDATION EFFORT PROVIDE A SEMP IN SUPPORT OF THE GROUND SYSTEM ACQUISITION DEVELOPMENT INTEGRATION AND TEST DEVELOP A GROUND SYSTEM SOFTWARE ACQUISITION AND MANAGEMENT PLAN TO BE USED IN SUPPORT OF THE GROUND SYSTEM ACQUISITION DEVELOPMENT I T AND COORDINATE WITH NASA ON ITS RELATIONSHIP TO THE SOFTWARE MANAGEMENT PLAN
