THE LANDSAT 9 MISSION OBJECTIVE IS TO EXTEND THE ABILITY TO DETECT AND QUANTITATIVELY CHARACTERIZE CHANGES ON THE GLOBAL LAND SURFACE AT A SCALE WHERE NATURAL AND HUMAN-INDUCED CAUSES OF CHANGE CAN BE DETECTED AND DIFFERENTIATED. ONCE OPERATIONAL, DATA ACQUISITION, REPORTING, OPERATIONS, AND ARCHIVAL WILL BE ACCOMPLISHED AT THE U.S. GEOLOGICAL SURVEY (USGS) EARTH RESOURCES OBSERVATION SYSTEMS EROS FACILITY IN SOUTH DAKOTA WHERE THE CURRENT DATA IS MANAGED. THE L9 OBSERVATORY INSTRUMENT SUITE CONSISTS OF TWO MATURE INSTRUMENTS, WHICH ARE NEAR-COPIES OF THE INSTRUMENTS FLOWN ON LANDSAT 8. THEY ARE THE OPERATIONAL LAND IMAGER OLI AND THE THERMAL INFRARED SENSOR TIRS. THESE INSTRUMENTS WILL BE DESIGNATED OLI 2 AND TIRS 2 FOR LANDSAT 9, AND THE TIRS 2 INSTRUMENT WILL BE UPGRADED TO RISK CLASS B TIRS IS CLASS C ON LANDSAT 8. THE OLI 2 WILL BE BUILT BY BALL AEROSPACE TECHNOLOGY CORPORATION BATC OF BOULDER, CO. THE TIRS 2 IS BEING DEVELOPED AS A GSFC IN-HOUSE EFFORT. DESCRIPTION OF WORK TO BE PERFORMED: THE CONTRACTOR SHALL SUPPORT THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) SAR/GPS INDEPENDENT ASSESSMENT AS FOLLOWS: . PROVIDE MANAGEMENT AND COORDINATION SUPPORT FOR THE SAR/GPS INDEPENDENT ASSESSMENT TEAM. O ACT AS INTERFACE TO THE AEROSPACE CORPORATION GPS TEAM. O PROVIDE GUIDANCE ON TEST AND EVALUATION CRITERIA. . PROVIDE SYSTEMS ENGINEERING SUPPORT FOR THE SAR/GPS INDEPENDENT ASSESSMENT TEAM. TRAVEL TO UNITED STATES AND CANADIAN CONTRACTOR LOCATIONS IN SUPPORT OF THIS WORK SHALL BE REQUIRED. THE CONTRACTOR SHALL PROVIDE ON AND OFF-SITE PROJECT AND MULTIDISCIPLINARY ENGINEERING SERVICES, INDEPENDENT TESTING, CONTRACTOR-ON-SITE MONITORING, AND INDEPENDENT EVALUATION OF PROJECTS AND/OR PROGRAMS, INCLUDING COST, SCHEDULE, AND AFFORDABILITY ANALYSES, IN ANY PHASE OF THE LIFE-CYCLE. THE CONTRACTOR SHALL ALSO PROVIDE LEADERSHIP OR STAFFING FOR FOCUSED SCIENCE AND TECHNOLOGY STUDIES, ADVANCED SYSTEMS ARCHITECTURE, SYSTEMS ENGINEERING AND INDEPENDENT REVIEWS OF ALL ABOVE ACTIVITIES PURSUANT TO TASK ORDERS ISSUED BY THE CONTRACTING OFFICER (CO). THESE SERVICES SHALL INCLUDE THE PERSONNEL, FACILITIES, AND MATERIALS (UNLESS OTHERWISE PROVIDED BY THE GOVERNMENT) TO ACCOMPLISH THE TASKS. |
