AS A RESULT OF THIS STUDY THE SENIOR ADVISORY GROUP (SAG) CONSISTING OF NASA, AIR FORCE SPACE COMMAND, AND UNITED STATES STRATEGIC COMMAND LEADERSHIP SIGNED A MEMORANDUM OF UNDERSTANDING (MOU) WHICH DETAIL THE AGREEMENTS THAT WERE MADE ON 20 DECEMBER 2012. IN THE MOU IT WAS AGREED TO HOST A LASER RETRO-REFLECTOR ARRAY (LRA) ON GPS III SATELLITE VEHICLE (SV) 9 AND ABOVE TO FACILITATE THE INTERNATIONAL LASER RANGING SERVICE (ILRS) TO BETTER DETERMINE THE LOCATION OF THE GPS SATELLITES AND IMPROVE SATELLITE EPHEMERIS BY REDUCING THE ERROR IN THE RANGING COMPONENT. THIS EFFORT IS FOCUSED ON THE IMPLEMENTATION OF THE RECOMMENDATIONS FROM THE SENIOR ADVISORY GROUP AS SPECIFIED IN THE MOU AS APPROVED BY THE SENIOR IMPLEMENTATION GROUP (SIG) LEADERSHIP. IT WILL UTILIZE THE RESULTS FROM THE PREVIOUS ASSESSMENT WORK DONE BY AEROSPACE AND THE BROADER ILRS ASSESSMENT TEAM THAT DEFINED THE ENVIRONMENT AND THE MITIGATION OPTIONS FOR COOPERATIVE ILRS LASING. THE FOLLOWING TASKS HAVE BEEN DEFINED TO HELP THE EFFECTIVE IMPLEMENTATION OF MOU AGREED UPON PATH FORWARD. THE PERIOD OF PERFORMANCE IS EXPECTED TO SPAN FY14 AND FY15. INITIAL COORDINATION, CONOPS EVALUATION, AND SENSOR MODELING WILL BE STARTED IN THE NEAR TERM WITH SENSOR ASSESSMENT FOLLOWING THESE INITIAL EFFORTS AS AGREEMENTS ARE MADE BY THE IMPACTED PARTIES. AEROSPACE WILL PROVIDE INDEPENDENT ADVICE, TECHNICAL INSIGHT, AND LEVERAGE DEPLOYED STAFF THAT ARE IN THE VARIOUS ORGANIZATIONAL ELEMENTS AND PROGRAM OFFICES TO SUPPORT COORDINATION TO ENSURE A SUCCESSFUL IMPLEMENTATION OF THE SIG RECOMMENDATIONS. DELIVERABLES INCLUDE FORMAL AND ONGOING STATUS RESULTS OF ANALYSES, MODELING, REVIEW DESIGNS, ADVOCACY, COORDINATION, VALIDATION PROCEDURE DEVELOPMENT, RECOMMENDED VALIDATION APPROACHES, ASSESSMENT ACTIVITIES, AND REPORTS. THE TIME FRAME ESTIMATES SHOWN ASSUME A MID-2014 START DATE. DELIVERABLES DEPEND ON THE COORDINATION OF OUTSIDE SOURCES, WHICH MAY IMPACT DELIVERY DATES DEPENDING ON ACCESS TO SENSOR DEVELOPER HARDWARE AND AVAILABILITY TO DO COORDINATION. THE PERIOD OF PERFORMANCE IS THE REMAINDER OF FY14 AND FY15.IN CASES WHERE THE CONTRACTOR IS ASSIGNED TO SUPPORT A TECHNICAL ASSESSMENT, INVESTIGATION, SPECIAL ANALYSIS, OR OTHER SPECIFIC REPORT: THE DELIVERABLES SHALL BE SENT VIA E-MAIL TO THE TEAM LEAD AND OTHER TEAM MEMBERS AS REQUESTED. THE TEAM LEAD WILL PROVIDE SPECIFIC GUIDANCE AND TECHNICAL DIRECTION TO THE CONTRACTOR WITHIN THE SCOPE OF THIS STATEMENT OF WORK. TRAVEL: WHILE MOST WORK AND INTERFACES WILL BE CONDUCTED ELECTRONICALLY, THE CONTRACTOR SHALL BE REQUIRED TO TRAVEL.
