WHEREAS NASA HAS OVERALL SYSTEM ENGINEERING RESPONSIBILITY FOR THE DELIVERY OF THIS LARGE SPECIALIZED GOES-R GROUND SYSTEM, CONTRACTOR SUPPORT WILL REQUIRE A STRONG BACKGROUND IN NASA PRODUCED SYSTEMS INCLUDING A THOROUGH KNOWLEDGE OF NASA PROCESSES, PROCEDURES, ENGINEERING TECHNIQUES AND APPROACHES, SPECIFICALLY RELEVANT TO NASA AND GSFC ENGINEERING INFRASTRUCTURE AND CAPABILITIES. THIS SUPPORT WILL BE NEEDED TO PRODUCE SPECIFIC ENGINEERING AND TECHNICAL PRODUCTS TO SUPPORT GROUND SYSTEM ACQUISITION, DELIVERY, LAUNCH SUPPORT, AND SUCCESSFUL ON-ORBIT OPERATIONS TO INCLUDE, BUT NOT BE LIMITED TO, THE FOLLOWING AREAS: (A) PROVIDE EXPERIENCED LAUNCH PROVEN SUPPORT OF ALL PHASE C/D MISSION DEVELOPMENT TO INCLUDE SYSTEM ACQUISITION, HARDWARE AND SOFTWARE AS WELL AS ON-ORBIT PROCEDURE DEVELOPMENT, AND ENGINEERING SUSTAINMENT PLANS. B) PROVIDE SUPPORT FOR A CORRESPONDING SYSTEM-LEVEL INTEGRATED PRODUCT THAT INCLUDES SYSTEM LEVEL TROUBLESHOOTING AND THE CORRESPONDING RESOLUTION OF GROUND SYSTEM DISCREPANCIES THROUGH A YET TO BE DERIVED GROUND SYSTEM VERIFICATION PROCESS. C) SUPPORT TO DEVISE AND IMPLEMENT A GROUND SYSTEM CONFIGURATION CONTROL PROCESS. D) SUPPORT TO PRODUCE A NEW TIMELINE FOR A SERIES OF MISSION-LEVEL REVIEWS TO INCLUDE EVENTS FROM RELEASE RMM THROUGH TO LAUNCH. FOR THESE REVIEWS, CONTRACTOR IS TO SUPPLY TECHNICAL REVIEW CONTENT WHERE APPLICABLE. PROJECT AND PROGRAM REVIEWS INCLUDE, BUT ARE NOT LIMITED, TO: ORRS, PMRS, FORR, AND LAUNCH REVIEWS USING THE SNPP MISSION AS A SUCCESS MODEL. E) SUPPORT TO PRODUCE A FULLY INTEGRATED TEST PROCESS THAT INCLUDES ALL GROUND SYSTEM REQUIREMENTS LEVELS 6 THROUGH 2, FLIGHT AND INSTRUMENT SYSTEMS ESPECIALLY THOSE RELATIVE TO THERMAL VAC AND GROUND TO SPACECRAFT PRE-SHIPMENT TESTING, AS WELL AS A TEST PROCESS THAT INCLUDES A YET EVOLVING NATIONAL AND INTERNATIONAL WEATHER SERVICE CUSTOMER BASE. F) PROVIDE MAJOR TECHNICAL INPUT AND MULTI-MISSION COORDINATION BETWEEN THE GOES GROUND PROJECT, FLIGHT PROJECT, AS WELL AS COORDINATION AND PROBLEM RESOLUTION BETWEEN COMPETING RESOURCES OF THE GOES-R, SNPP, AND JPSS MISSIONS. G) PROVIDE SIGNIFICANT DESIGN SUPPORT TO THE FORMING OF A NEW MASTER GROUND SYSTEM SCHEDULE, TO INCLUDE THE GENERATION OF A NEAR-REAL TIME SCHEDULE MONITORING PROCESS THAT WILL BE USED TO ASSESS AND CORRECT TECHNICAL AND SCHEDULE RISKS AT THE PROJECT AND PROGRAM LEVELS, THE RESULTS OF WHICH WILL RESULT IN SOLUTIONS THAT WILL BE USED TO RESOLVE AND MITIGATE RISKS. THIS EFFORT SPANS THE SMD PORTFOLIO OF FLIGHT PROJECTS, WHICH INCLUDES EARTH AND PLANETARY SCIENCE, HELIOPHYSICS AND ASTROPHYSICS, AND THE JOINT AGENCY SATELLITE DIRECTORATE (JASD) PROGRAMMATIC THEMES. THE AEROSPACE SUPPORT TO THE MISSION ANALYSIS ENGINEERING FUNCTION FOR SMD PROJECTS WILL INCLUDE PERSONNEL, ANALYSIS TOOLS, PROCESSES AND THE REQUIRED EXPERTISE. THE AEROSPACE EFFORT IS STRUCTURED TO ENSURE THAT THE NEEDED INFORMATION AND INSIGHT IS AVAILABLE WITHIN ONE MONTHLY REPORTING CYCLE DURING THE REPORTING LIFECYCLE OF THE MISSION. THE MAES WILL WORK COMMUNICATIONS AND REPORT ALL ASSESSMENTS THRU CHANNELS AS DEFINED BY NASA. NASA WILL ALSO DEFINE WHEN AND HOW THE RESULTS SHOULD BE CONVEYED TO THE PROGRAM EXECUTIVES (PE), LEAD PROGRAM ANALYST (PA), PROGRAM OFFICE (PO), DIVISION DIRECTOR, SMD/AA, OR ANY OTHER PARTY. DEPENDING ON THE DATA AVAILABLE FROM THE PROJECT, AEROSPACE MAY DEVELOP ALTERNATIVE MEANS, OTHER THAN EVM-BASIS ANALYSIS, OF ASSESSING THE PROJECT S PROGRESS AGAINST THE BASELINE PLAN, INCLUDING THE USE OF MILESTONE COUNTS AND OTHER BENCHMARKING DATA. MONTHLY DELIVERIES WILL INCLUDE, FOR EXAMPLE, A MONTHLY UPDATED RISK LIST, COST/SCHEDULE VOLATILITY REPORT, LIEN&RESERVE REPORT, AND A MONTHLY PROJECT (4-SQUARE) REPORT. THE CONTRACTOR SHALL PROVIDE INDEPENDENT PROGRAMMATIC AND TECHNICAL ASSESSMENT FUNCTIONS THAT CAN:(1) IDENTIFY AND ASSESS PROJECT RISKS WHETHER TECHNICAL, COST AND SCHEDULE RELATED AND PREDICT THE PROBABILITIES AND CONSEQUENCES OF THEIR REALIZATION; (2) PREDICT THE GROWTH OF PROJECT COSTS AND SCHEDULES OVER TIME DUE TO RISKS AND UNCERTAINTY; AND (3) COMMUNICATE RESULTS AND FINDINGS IN A CLEAR, CONCISE MANNER TO SMD PROGRAM EXECUTIVES (PES), PROGRAM ANALYSTS (PAS), THEME DIRECTORS, THE SCIENCE MISSION DIRECTORATE (SMD) ASSOCIATE ADMINISTRATOR (AA) AND STAFF MEMBERS AS NEEDED, THE CONTRACTOR SHALL ALSO: (1) CONDUCT MONTHLY MONITORING OF A DESIGNATED SUBSET OF THE MOST CHALLENGING AND COMPLEX FLIGHT PROJECTS AS THEY PROCEED THROUGH DESIGN, DEVELOPMENT, AND IMPLEMENTATION IN TERMS OF THE EVOLUTION OF THEIR PROGRAMMATIC AND TECHNICAL RISKS, COST AT COMPLETION AND DELIVERY MILESTONES; (2) CONDUCT SPECIAL STUDIES AND ASSESSMENTS OF THE PAST PERFORMANCE OF FLIGHT PROGRAMS IN ORDER TO PREDICT BETTER SMDS FUTURE PERFORMANCE; AND (3) PROVIDE TECHNICAL AND PROGRAMMATIC ASSESSMENTS OF NON-FLIGHT SMD PROGRAMS AND PROJECTS.THE CONTRACTOR SHALL SUPPORT THE MISSION ANALYSIS ENGINEERING FUNCTION FOR SMD PROJECTS TO INCLUDE EXPERIENCED PERSONNEL, ANALYSIS AND ASSESSMENT TOOLS, PROCESSES AND REPORTING FUNCTIONS. ITS EFFORTS SHALL BE STRUCTURED TO ENSURE THAT THE NEEDED DATA, FINDINGS AND INSIGHTS ARE AVAILABLE IN A TIMELY MANNER TO SUPPORT SMD REVIEWS AND DECISION MAKING. THE CONTRACTOR SHALL DESIGNATE FOR EACH ASSIGNED SMD DIVISION OR THEME A MISSION ANALYSIS ENGINEER (MAE) WHO SHALL BE RESPONSIBLE FOR COORDINATING ALL ANALYSES REQUIRED FOR THE ASSESSMENT AND MONITORING FUNCTIONS OF THE DIVISION OR THEMES PROJECTS.
